There are many ways

many ways in which the services of Volunteers could be utilized in time of war, and the stronger the Corps is in time of Peace, the better. Although to repel

a hostile raid, I think that our European Regiment, of full strength, might provide for the Infantry defence, still it would leave no margin whatever, and in case of an organized attack, such as might be made by a Russian Forer from Nadivostock, it would not be sufficient. I would therefore suggest that the war garrison of Hong Kong should include a body of some 700 or 800 Auxili- aries Local", and in default of more satisfactory arrangements, a Battalion of native Hoops from India would be the best solution to the question in opinion.
